Until very recently, the fear of a potential economic decline kept countries, especially richer countries with well-developed economies structured around the use of fossil fuels, from committing to climate change mitigation and diverting from the use of these conventional energy sources. This apprehension still exists in many nations, but a definite transition has started to take place as evidenced by the ambitious new plans of China and the US to wean themselves from fossil fuels and cut emissions (see my blog post: China and US Agree to Strict Climate Change Mitigation Plans, but Many Challenges Remain for more information). Now, countries are beginning to design financial strategies that incorporate both environmental responsibility and economic growth.
